Tracing Your Ancestors in Vienna, prepared by the Vienna Archives, provides a good introduction into genealogical research in the country, including how to locate birth certificates and other major record sources in Austria.

A regional archives, the Vorarlberger Landesarchiv, has a good website with information on its holdings of value, where the archive is located, and how to contact the staff via email. (Note: This site is in German.)
Like the website for the Vorarlberger Archiv, the one for the Wiener Stadt- und Landesarchiv (Vienna Archives) includes contact information for the staff, the location and visiting hours of the archive, and information about its holdings.
